Maintenance Enforcement Process

As of 1 October 2025, the next phase of the Maintenance Enforcement Process (MEP) will be implemented. This process was introduced under the Family Justice Reform Act 2023 to strengthen how unpaid maintenance is addressed in Singapore.

Key Features of the MEP

The MEP is designed to:

  • Discourage non-payment of maintenance;
  • Make enforcement more straightforward when arrears occur;
  • Support fair and sustainable outcomes for families; and
  • Improve access to justice, especially for those representing themselves.

Instead of the older mediation model, cases are now handled through conciliation led by Maintenance Enforcement Officers (MEOs). These officers can actively request financial information from both parties, banks, and relevant agencies.

Their role is to recommend solutions and provide the Family Justice Courts with clear insights into each party’s financial circumstances, enabling judges to distinguish between those who are unable to pay and those who are unwilling to pay.

What’s New in Phase Two?

The first phase of the MEP, launched in January 2025, applied mainly to repeat enforcement applications.

From October 2025, the process expands to include first-time applications involving arrears of at least $10,000. Applicants may file these enforcement applications directly with the Family Justice Courts or through authorised agencies. Eligible cases will then be referred to the Maintenance Enforcement Division for conciliation.

Respondents referred to the MEP due to non-payment will also be required to pay a fee of $180 for the officer’s follow-up work.

Looking Ahead
This phase marks another step in improving the enforcement of maintenance orders. Over time, the MEP is expected to expand further to cover more categories of applications, offering families clearer pathways to secure overdue maintenance.
